You might want to take a look at the advisory locks
patch available at SourceForge under project RCVS.

The patch won't give you reserved locks, but will give
you advisory locks.  The benefits of advisory locks
over reserved locks are:
1. Complements CVS's concurrent development
methodology.
2. Users are "forced" to do something special to get
passed the lock.
