Check whether the port 2401 which is used for pserver is open or not.
Telnet uses port 21 and that does not have relevance here.
Telnet to Solaris system at port 2401 using command "telnet
<your_solaris_box> 2401" (Or you might have to use nmap to check ports)

Make sure that path to CVSROOT is correct.

If there are any logs in /var/log/messages regarding this, post them
here..
