when users checkout code, the scripts default to their umask settings example
rw-rw-r-- and hence they have to chmod everytime, how can I get them to check
out scripts with desired permissions

No. The code is so buggy that it's been completely disabled in recent
versions of CVS. What problem are you trying to solve?
