Did you try reading the manual?  The description of -D says:

        Use the most recent revision no later than date.

"No later than" implies that it is inclusive, which it is.  Be aware,
however, that CVS reports times in UTC (GMT) but takes user-entered
times as being in local time if no timezone is specified.  So, the
correct argument value for the above would be "2003-02-28 17:30:31 UTC".
