If the file is in $CVSROOT/CVSROOT, then you need to put the name of the file in $CVSROOT/CVSROOT/checkoutlist. See

If the file is in some other module of the repository, then the ,v file in the repository is what gets updated. The file in your sandbox doesn't change unless you have one of the RCS keywords in it.
