But if you are willing to do it as part of a commit process, you could
write a script to hook in to CVS with the loginfo file, that would only
email people if at least one of the files being committed had revision
1.1.

(If someone explicitly committed a new file with a different revision
number, it would fail. But if none of your team does that, this should
have the effect you want.)
