read-only for parts of repository

Is it possible to specify read-only for a user in particular parts of a 
repository?

For example, I have CVSROOT/Java/ and CVSROOT/ForTran and I want user 
JoeBlow to be able to read only from /Java, but r/w ForTran.

I read cederqvist section 2.10 Read-only repository access, but that 
seems to apply to the entire repository.  If this is the only way, I 
suppose I would need to make 2 repositories.
