The biggest complaint I hear from my users about CVS is that there's no
working "cvs mv".  After being told about the remove/add/commit workaround,
the next complaint I hear is that they can't merge between branches after
a reorg has been done on one of them.  This is straightforward version
control.  The fact that the repository can't handle it does not make the
expectation unreasonable.  It means that the repository has an unreasonable
limitation.
