But that's no good - its error prone, and it puts the onus on the user to get it
right. If I'm a cvs administrator working with lots of newbies, I don't want 
them
to clutter up the archive with a bunch of junk. 

That's why I suggested '.cvsblock'. Its simple, separate, solves a usability 
question
and is newbie friendly. Experienced people (administrators) would create it, 
newbies
wouldn't even know its there. And with true ACL, you could make it so only the 
administrator
could change it, or maybe block it on the server side.
