Ah, NO, it is definitely _not_ error prone!

"cvs add" is an action that happens only in the workspace and it is
trivially undone.

If your user's can't "get it right" before they "cvs commit" then you
really need to re-train them and to do so quickly and vigorously!

Even with the current hack of "cvs add directory", adding unnecessary
directories to the repository is not really much of a problem either.
