disappearing watchers

Hi,
In our cvs systems the watches set by developers seem to 'disappear' from
time to time without the developer explicitly removing the watch. Is this a
known behaviour ? Does anyone have an idea on how to prevent this from
happening ?

P.S. we use cvs on a linux box in combination with ssh and WinCVS
