I have not used it, but gCvs is an opensource gui frontend to cvs
written in C++ using GNU gtk+ I am not sure of its state and the
only semi-familiar link that I saw on google was to:

You may also find that the GNU Emacs pcvs package is useful.

You can write your own tests for use with the commitinfo triggers.
