I have never used it, but I think CVSsuck may do what you want.

This appears to be a ruby application, so you will need to have
have ruby installed before you attempting to use cvssuck itself.

It appears that you may find it desirable to use CVSconnect if you are
going to mirror a repsitory of any real size...

Neither of these programs are in any way 'supported' by the cvshome.org
project, so I have no idea if they will actually work for anyone.
