If you need a directory to exist regardless of -P, then you have to use
some trick, like storing an empty file in it which has a visible
version as of the -D date or -r tag that you are checking out.

If you make that file now, its newly created 1.1 version will be out of
range for an old -D date, so the trick won't work.  You can hand-edit
the RCS file to give that version an old date, and also any branch
or version tags needed to ``fake out'' its history, so that the empty
directory gets created when these symbolic revisions are used.
