No, it's not really. It's a bad idea to change even the first number in
any RCS-Id when using CVS, even if done across a project.
RCS-Id numbers are for internal use _only_ in CVS.

I _strongly_ recommend that it _NEVER_ be done when using CVS.
There should be more detailed discussion about the issues in the archives.
