Nope. Some might consider this a bug, but CVS is perfectly willing to
let you remove (or move) a branch tag at any time. Of course, it then
becomes somewhat tricky to access any revisions that were on the branch
since there is no longer a branch tag pointing to them, but you can
always access them using the numeric revision number.
