Correct.

Of course. Flow control only limits memory used to buffer the client/
server communication, and then only between files. Thus, a single file
can be buffered in its entirety, even if it is much larger than the flow
control high-water mark. CVS also allocates memory for lots of other
things, like processing RCS files.
