Not in client/server mode:

        $ cvs -d:fork:/tmp/cvstest ci -m. /tmp/CVSROOT/loginfo
        absolute pathname `/tmp/CVSROOT' illegal for server

As far as I know, *all* CVS commands work fine with absolute paths in
local mode but none of them work with absolute paths in client/server
mode.
