Maybe.  I think I would prefer stressing the ISOness of the new dates,
but it's not a big deal.  Maybe something more like:

    -i   Display local ISO8601 dates for timestamps.
    -o  Display timestamps in CVS's legacy formats & UTC.

It would default to -i in feature and -o in stable.  -o & -i would be
deprecated in feature and therefore the next stable _series_ of
releases.  Next feature _series_ (and therefore the following stable)
would have -o and -i options removed entirely.
