        Thank you very much for the help here.
I installed version 1.2 and configured it. When I run the cvs command it is not connecting to the server. I ran it in trace mode and discovered that it is running rsh. I need it to run ssh. Is there a way to make it do so?

Download version 1.2 of WinCVS

        http://prdownloads.sourceforge.net/cvsgui/WinCvs120.zip?download

It contains a cvs.exe file.

Put it in your PATH and then

        cd sandboxdirectory
        cvs update
