We still need a way to ignore directories, though. For example, I don't
want to save those "Debug" and "Release" directories generated by MS Visual
Studio.
Perhaps the problem is that there is a built-in "cvsignore" list. Judging
by messages to this mailing list, people seem to be surprised by cvs
behavior due to this built-in list more often than behavior due to a
CVSROOT/cvsignore list that they added themselves.

This is a reasonable approach. It doesn't address the "surprise" issue, but
it does allow directories to be ignored.
