It means that it becomes a requirement to lock the file no matter who
you are.

In "cvs admin" command, there is a -L option that says:
"Set stricting lock. Strict locking means that the owner of an RCS file
is not exempt from locking for checkin"
What does it mean ? Can you give a exemple ?
