Yes, I'm VERY SURE that b_dev is a branch off the TRUNK since
files in it have revision numbers of the form x.y.z. And tkCVS
shows b_dev as being off the trunk.

Building that branch diagram in tkcvs is something of a black art, and I 
would be very hesitant to bet my life on it.  But, based on actual 
experience with actual users, I have to ask:  are you sure that b_dev, 
on that particular file, was really a branch tag instead of an ordinary 
one?  Sometimes people do a remedial re-branch and they remember the -F 
flag but forget the -b flag, and that's what happens.

To debug it, I'd have to have the ,v file, or at least (no guarantees) a 
screenshot of the logbrowser window.
