Finally I managed to create a repository. The command
cvs -d :local:c:\\programme\\gnu\\repository
got me, where I wanted. Notice: The double slash did the trick.
But I still can't login.
The error message is still:
cvs [login aborted]: recv() from server 192.168.40.4: EOF
