I have been working with cvs in a linux 'heartbeat'[1] cluster. For me, the
solution was to create a script to stop and start cvs on the correct node, it
is working well for me, I just have not had time to get release of the script
approved.

Perhaps you could create a script or program that can receive the "Windows
messages" and appropriately un/configure cvs to run on the node and stop/start
the (x)inet like process(es).
