I've developed and been using this patch for a few weeks.

The basic feature is that allows you to specify the remote
shell (and args to the remote shell tool) on a per address@hidden
basis in the ~/.cvsrc file. 

The motivation is that our developers use several repositories
on a daily basis.   Some are local, some are remote but within
the VPN, some are remote to machines outside our admin domain.
The problem is that there is currently no way to tell CVS
what remote shell to use for :ext: connections, other than
CVS_RSH.   And it's a pain to keep swapping CVS_RSH.

After dealing with that for a long time we came up with
a way to tell CVS once what shell we like for each host.
