You have been misinformed. Or perhaps your information is out of date - the
repository was taken offline very briefly about a month or two ago, due to
an attack on the server.

The CVS source repository is available at cvshome.org. You can get full
instructions for accessing the repository at www.cvshome.org It looks like
the repository goes back ten years, to version 1.5 - that should be ancient
enough to get the comparisons you need ;=)

One caveat: last time I checked, the instructions mentioned pserver access -
pserver was disabled after the attack I mentioned. Set up an SSH client
instead.

You could also ask on the bug-cvs list. Several of the veterans there may
recognize the behaviour change you're looking for, and know when it was
introduced/fixed/whatever. Or, check the NEWS file in the root directory of
the source tree - it may also have the information you want.
