Merge directories

Hi,
I have a stupid question concerning the merge of multiple directories in CVS. 
Suppose I have two directories 'a' and 'b' and I want to merge all the files 
(without to loose the history) in 'a'. I was thinking:
1°) I go to the cvs root directory to copy all the files from 'a' to 'b'.
2°) I then remove the 'b' directory using the cvs command.
Is this the right wa?
