Setting up a server

Hello all

I am trying to set a machine up on my local network as a cvs respository 
server, when i nmap 127.0.0.1 from the box it shows 21,22 and 2401 ports open.  
and i can cvs checkout CVSROOT from the box.  I have created a user tim with a 
password and put the entry tim:XXXXXX:cvs in the cvsroot/CVSROOT/passwd file

from my wincvs client i cant do a cvs login or checkout it just keeps saying 
'cvs [login aborted]: Error reading from server 192.168.2.3: -1: Unknown error' 

any ideas on things ive missed, or done wrong?
