I believe your memory is correct ;=)

I just created a test file with the $Log$ keyword and examined the ,v file.
The information in there supports what you just said.

I would not support any change to the behaviour of the Log keyword. I think
CVS should store an exact image of the file I checked in - I really don't
like the idea of anything changing things around on me.

OTOH, it might be OK to modify the behaviour of the 'annotate' command to
mimic the expansion behaviour of the checkout/update command. If someone
were inclined to write such a patch ;=)
