You probably want CVSNT (which is specifically targeted at Windows
platforms) rather than the standard CVS.  See:

        <http://www.cvsnt.org/>

If you want to use CVS outside of Eclipse, you may also be interested in
WinCVS which provides a nice GUI and includes CVSNT:

        <http://www.wincvs.org/>
