OK. But what other sense of "works" could there be? That is the way the
program is supposed to work.

Then that's a problem with those tools, not with CVS. I suggest you contact
the viewCVS list for help in that respect. As I've said, CVS is working
precisely the way it is supposed to, and precisely the way it is documented.
