I'm not sure what you are requesting here, but using a CVS server version 1.12.9 or later and a CVS client version 1.12.10 or later will cause times from CVS log and CVS ls, at least, to be automatically displayed in the client's local time zone. It should be relatively trivial to update status and history to do something similar, as well, if you're of the patch-writing bent. Are there any other commands that display times that need update? (diff doesn't count - displaying times in UTC is part of the diff/patch spec.)
