There is a fourth possibility - don't import the earlier revisions at all.

Darren, it may be easier and more cost-effective in the long run simply to
maintain snapshots of the pre-CVS revisions on CD-ROMs (with suitable
off-site backup copies, of course). You will have to decide how important it
is to be able to view and/or reconstruct versions prior to "the beginning of
time" (i.e. when you started using CVS for this project :-) It's not a CVS
solution, but it could be the most effective SCM solution.
