CVS on the server uses the TZ set on the server OS, to get the time and uses

on linux try `ls /etc/localtime -l`
man tzselect

If you happen to be asking about how the time is displayed in `cvs log`, in
1.11.x[2] at least it is always in UTC. IMHO that is  the correct one for
CVS to use, it is pretty unambiguous. If you want logs shown in EST, look at
cvs2cl[1] which by default shows them in client machine local timezone, or
you can select UTC.

As for as what your server machine should be set to ... either the correct
TZ for its location, or UTC as long as when the admin is setting the time
s/he sets the time that is correct for the used TZ. easy choice :) I
generally use local TZ (US/East-Indiana) for the OS system time, and because
the Hard Ware Clock is not shared with another operating system it keeps
time at UTC and hwclock knows both of these timezones. So I can always gripe
at people about _when_ they did things, the server gets system time from an
several NTP sources.:)
