The 'cvs_acls' script in the 'contrib' directory:
https://ccvs.cvshome.org/source/browse/ccvs/contrib/
already supports file-level as well as directory-level access control.
Since this is one of the 'commitinfo' scripts triggered at commit
time, it works for restricting the ability to commit files.
