Somebody, somewhere along the line, added more tags to that revision. CVS
doesn't add tags on its own - somebody has to tell it to add the tags. It is
possible that TortoiseCVS adds tags, but you'd have to ask on a list that
specialises in TortoiseCVS to find out for sure.
