Get rid of the requirement.

There is never any reason whatsoever for locking the repository before a
release, nor at any other time.

Just apply a tag. That's all you have to do. It doesn't matter what anyone
does to the branch after the tag is applied. The release version is obtained
by checking out based on that tag.
