I suppose you could. I would not recommend it.

I usually verify the tarball's gpg signature, unpack the tarball,
configure, build, and install software all as a non-privileged user (of
course, that user often happens to have write permissions into the
directories that 'depot' or 'stow' uses to make the files look like they
are in /usr/local which does help).

For security reasons, I recommend never letting user root run a cvs
process. However, installing the software does not require that you
actually run cvs, so do whatever you feel comfortable doing.
