You might try using the '-B' option to rtag. This was added in 1.11.2 and affects to the '-F' option; it may affect the '-a' as well (I've not tried it.)

From NEWS, it seems logical that it would apply to '-a':

* The "tag" and "rtag" commands will no longer move or delete branch
tags unless you use the new -B option.  (This prevents accidental
changes to branch tags that are hard to undo.)
