Depends how accurate you want to be.  CVS tracks tags on a per-file
basis.  So basically, if you have a file (e.g. myRepo/Makefile) that
has been included in all tagged versions, you are lucky.  Just run cvs
log on that file and grab the tags section.

If you don't have files that have been around since inception, then
you may have to do a composite of many cvs log tag sections using many
files.
