If you are running CVSNT/WinCVS, you might check for the existence of
cvs2cl.py
IIRC it  is pretty much the same, though I am not sure how in sync with the
http://www.red-bean.com/cvs2cl/ source it is kept.
Hugh Gibson suggested (9 Dec 2004) that its use has also been incorporated
into the latest WinCVS as "the option to create a changelog on the Macros |
CVS menu".
