No, you need perl. www.activestate.com I think, or www.mingw.org
(not tried, I just know that it includes a perl). You might have
to type "perl cvs2cl" in a command box or something like that.
(The shebang line in the script you downloaded is a Unix stratagem
to invoke perl without knowing its installation path.)
That said, if the Pytonified version mentioned by another poster
works for you, it's the path of least resistance.
