I got it to work this morning.

I was missing a file.

I created a cvspserver file in /etc/xinetd.d which contains:

service cvspserver
{
socket_type = stream
protocol = tcp
wait = no
user = root
passenv =
server = /usr/bin/cvs
server_args = -f --allow-root=/usr/local/cvsroot pserver
disable = no
}

I can now connect and I am happy :)
