Forcing Date/Time/Author

Does anyone know if there is any way when you do a cvs import or 
commit to force the date/time/author to be something determined when you 
enter the command?
Example: I want to commit a revision of something from a different system 
but I want to preserve that file's creation date and author in the cvs 
repository's history.
