If I understand you correct, these are different historical versions of
the same project that you now want to track in CVS.  If so, the simplest
thing to do is treat them like third-party sources and just import each
version, starting with the oldest and proceeding cronologically to the
newest.  See the section of the manual on tracking third-party sources
