That's not correct.  If you currently have 1.2.2.1 checked out, you can
use ``cvs ci -r 1.2.2.14'' and your new revision will be committed to
the branch, not the trunk.  If you don't have some revision on the 1.2.2
branch checked out, you'll get a not up-to-date error.  In no event will
you get a new revision on the trunk.
