Julian, I read your response and I agree that this is one time you
really do want to prevent the tag from being moved. As Steven said,
you can use taginfo for this; see

I've used another approach to solve this problem, which is to check in
lists of RCS file paths and version numbers. These lists are easy to
create, and using basic set algebra you can build a lot of simple tools
that do wonderful things for your change control process. Once checked
in, the lists become immutable unless someone mucks with the contents
of the RCS files directly.
In my case, processing the lists was much faster than using tags. The
reason for this is because all version numbers (save for the lists
resulting from new computations) are known in advance, and CVS activity
with its relatively high overhead could be optimized.
