How to forbid commit on a particular branch

Hello all,

I'm trying to configure a CVS server. The server is
working very well but I would like to add restrictions
to users. I would like that they cannot commit on the
main branch (template version 1.x or 2.x etc), indeed
I want to use this branch as an integration branch and
not a development one.

Have you got any idea about the method? I have tried
with commitinfo file but I didn't succeed to get the
version the user wishes to commit to.
