CVSNT has replaced the historyfile with an audit database that also
stores repository metrics (lines added / removed).

CVSNT is open source / free (GPLK) just like CVS and available for
Windows, Unix, Linux, Mac etc.

Here is a link to the "glossy" version (commercial) - however this
feature is in the free product:

Since the audit information is stored in an SQL database (eg: MySQL)
then you can create very flexible reports of your own (read: we don't
create reports for you).

Just wondering if there is anything built into cvs that will calculate
code churn (lines added, deleted, changed) per file / per branch.  If
not, are there tools out there that will do the job or do I need to
create my own?
